North Carolina General Statues Chapter 132 defines what is considered a public record. If you have questions regarding public records please don’t hesitate to give the Clerk’s office a call.
The Public Comment Sign Up sheet is available at Town Hall at the beginning of the day when a Council Meeting is set to take place. Residents are welcome to sign up anytime during the day up until the beginning of the meeting. Those speaking during public comment will have 3 minutes to speak and are expected to abide by the Town Council Rules of Procedure.
North Carolina General Statutes require that “Every public body shall keep full and accurate minutes of all official meetings, including any closed sessions … [and] Such minutes may be in written form or, at the option of the public body, may be in the form of sound or video and sound recordings. When a public body meets in closed session, it shall keep a general account of the closed session so that a person not in attendance would have a reasonable understanding of what transpired. Such accounts may be a written narrative, or video or audio recordings. Such minutes and accounts shall be public records within the meaning of the Public Records Law.”
